John Compton, former chief executive of the Health and Social Care Board, said it was "disappointing and shocking" that the system was in crisis again. The recommendations were developed by the National Institute for Health and Clinical Excellence (NICE) and Social Care Institute for Excellence (SCIE). They called on workers in children's services to share information better. More support is needed for children in care from ethnic minority and asylum-seeking backgrounds, they also said. The guidelines, were produced at the request of the Department for Health after wide-ranging consultations NICE and SCIE said that many children and young people in care did not have positive experiences and were unable to stay in the same place with the same carers or attend the same school for extended periods of time. Lidl to pay recommended living wage

From October, Lidl UK employees will earn a minimum of £8.20 an hour across England, Scotland and Wales, and £9.35 an hour in London, the supermarket said. However, the pay rise will not apply in Northern Ireland . The Foundation will announce a change in its recommended rates in November. The rate is different from the National Living Wage as set out in the Budget. Lidl said that if the Living Wage Foundation raised its recommended rate in its annual announcement in November, Lidl would adjust its minimum wage accordingly.
