A group of investors from the United Arab Emirates has reportedly proposed setting up a gambling complex on the dried-up shores of the Aral Sea in Uzbekistan. News website Daryo reported on February 7 that the General Prosecutor’s Office is readying a fix to regulations to allow the casino resort to come into existence. The idea already has official blessing from the highest possible authority. Speaking in November, President Shavkat Mirziyoyev floated the idea of setting up gambling facilities in economically depressed Karakalpakstan as a way of lifting the region out of its funk. “It is hard to say, but we need this. All over the world, like in Las Vegas, there are huge gambling complexes. If need be, we will also allow such establishments to be set up in Nukus,” he said, referring to the capital of the Karakalpakstan autonomous region. Azerbaijan and Uzbekistan will discuss expansion of cooperation in the field of cargo transit along the East-West transport corridor, Azerbaijan’s Economy Ministry reports. According to the planned innovations, beginning from January 2019, it has been envisaged to switch over the enterprises possessing the annual turnover (revenue) for the previous year exceeding 1 billion soums or having reached the established threshold within one year, to payment of the generally established taxes, including VAT (20 percent). At the same time, the situation is already quite complicated - this sector has the highest single tax payment. While the manufacturers pay 5 percent tax and the trade enterprises pay 4 percent tax, the public catering enterprises pay 10 percent tax. The production capacity of the plant will be up to 20,000 tons of finished products per year. Work on the project has been going on for more than three years.
