Live Updates As Russia's invasion continues for a 57th day, President Joe Biden announced an additional $800 million in security assistance to Ukraine and established a new program to streamline Ukrainians seeking to enter the U.S. Biden said Russian President Vladimir Putin has failed to achieve his "grand ambitions" as Ukraine continues to fight. Putin reportedly canceled an assault on the Azovstal steel plant in Mariupol, where hundreds of civilians were sheltering, over concerns of Russian casualties. Ukraine is calling for "urgent" humanitarian corridors to evacuate civilians who remain in the besieged Mariupol, describing the situation as "desperate." While 79 people were able to evacuate Mariupol to Zaporizhia Thursday, Ukraine Deputy Prime Minister said "everything is going very slowly." To understand the rats around you, look in the mirror. Every human society determines how rats live among them. Portland, Oregon, made choices early in its history that have resulted in a more benign relationship between people and rats than most cities enjoy. The founders of Portland seem to have understood that the life of a city is shaped by how it deals with the garbage it creates. As far back as 1890 , residents sorted their garbage (into burnable and non-burnable) and scolded each other for not doing it right. The law most relevant to Portland's rat population, passed in the 19th century and still enforced, requires that trash be kept in sturdy rat-resistant containers with lids that fit tight. Compliance and enforcement have, predictably, drifted over the decades. But this custom has by now constrained over a hundred generations of rats. Royal request could bring heat pumps to London’s historic buildings

The Queen's property empire and the Duke of Westminster are lobbying for an overhaul of listed building rules that would allow them to install heat pumps in swathes of historic properties across London. The Crown Estate and the Duke’s property business Grosvenor Group are pushing for new regulations so it is easier to make green energy upgrades to premises with protected status. As well as the pumps - an alternative to gas boilers which use electricity to draw heat from the ground or air - reform would also pave the way for the installation of double glazing and insulation. At present, these upgrades require listed building consent, which can take eight weeks to complete using a process that varies hugely between different councils and can cost thousands of pounds in consultancy fees. The 18-year-old who shot his grandmother before killing 21 people - including 19 children - at a Texas primary school is not believed to have left a manifesto or note explaining his actions. Those who knew him say he was bullied and didn't have many friends. But messages Salvador Ramos sent to strangers online have begun to surface. In them, he tells a person to kill themselves, boasts about buying a gun, and in one online audio chatroom he comments that people deserve "to get raped". Ramos had a number of social media accounts and used the same photos and usernames on them. He was particularly active on an app called Yubo. It enables users to make new friends with people based on their location. Screenshots show his account was verified with a yellow tick.
