The cap - the maximum amount suppliers can charge for average use - is forecast to hit £3,582 in October and £4,266 in January. Leader Sir Keir Starmer said Labour's plans would save the typical family £1,000. The government said it had pledged £37bn of support to help people through the winter. Unveiling his party's £29bn plan to help with soaring energy costs, Sir Keir said Labour "wouldn't let people pay a penny more" on their winter fuel bills. He said freezing the price cap at the current level of £1,971 a year for the typical household would bring inflation down by 4%. Bridgend council received more than £236,000 towards social care for inmates at HMP Parc prison last year, but has been given £18,000 for 2018-19. The authority said it expected grant funding to remain steady, and the BBC understands staff may lose their jobs. The Welsh Government said a decision to redistribute funds across all 22 local authorities was behind the reduction. Bridgend council received £236,774 of grant funding to be put towards the category B prison last year, and £217,448 the year before, leading the authority to believe that would be allocated on a recurring basis. But Al Baker from Aldershot says it's one of the ways that he has saved more than £10,000 over two years. Around 2,000 people demonstrated in the capital Quito, defying restrictions aimed at combatting the virus. Last week, the president announced measures including the closure of some state-owned companies and cuts to public sector salaries. Ecuador has been one of the worst-affected countries in South America. Around 37,000 cases have been confirmed and more than 2,000 people have died with the virus, according to Johns Hopkins University. Protesters wearing face masks and carrying flags attended demonstrations organised by trade unions and social organisations, following cuts announced by President Lenín Moreno. West Papua students secure future in New Zealand with new jobs
A group of students from West Papua fearful about their future have been able to secure work visas and jobs through a construction company. About 40 students from the Indonesia province have been studying at different tertiary institutions in New Zealand, but their place in the country came under threat when their scholarships were unexpectedly stopped. In December they received a letter from the Provincial Government of Papua saying their living allowances, travel and study fees were stopping and they had to return home because their studies had not met expectations. About 12 have since returned home, but the rest were concerned about their future . In May eight of the students finished their carpentry course at Palmerston North polytech UCOL, but things remained uncertain. In a series of tweets on Friday, President Trump blamed Governor Andrew Cuomo and Mayor Bill de Blasio for his recent announcement that he's moving his permanent residence to Florida.
