A man whose decomposing body was found under a couch in a New York City apartment is believed to have been stabbed to death. The city medical examiner’s office determined late Thursday that the man suffered several stab wounds to his back and neck and was the victim of a homicide, according to authorities. Police have not yet been able to identify the man. ‘The body was so badly decomposed they don’t know who it is,’ a law enforcement source told the New York Post earlier on Thursday. Cops responded to an apartment on Jamaica Avenue near 77th Street in the Woodhaven neighborhood of Queens on Wednesday afternoon after a tenant called the landlord to report a foul smell. Work on Castle Mills has stalled after City of York Council ended its contract with construction firm Wates The decision means the project, which includes new apartments and a riverside park, will not start before mid-2023. The council say the project, which will link to the Castle Gateway scheme, is making "significant progress" but critics say it is "drifting". A council report said the decision to terminate the contract with Wates came after issues with Covid and rising costs, but also design points, according to the Local Democracy Reporting Service . The development is part of the Castle Gateway plan to regenerate a large area of the city, including the Castle site, St George's Field and Piccadilly. The council said the plans were "bold and ambitious" and would create a "world-class public space". However, an opposition leader said the issue of replacement parking had still not been addressed. Liberal Democrat council leader Keith Aspden told the Local Democracy Reporting Service the plans were designed to make York an "even better place to live and visit". York's Clifford's Tower ruin, which sits atop a 36ft (11m) mound, is one of the city's most famous landmarks. New walkways, stairs and a roof deck will allow visitors to see previously inaccessible parts of the structure, according to English Heritage. The 16-month upgrade went ahead after previous plans were withdrawn amid public opposition. A raft of conservation work was also carried out on the tower, including repairs to turret stairs, arrow slits, fireplaces and damaged stonework.
