Russian President Vladimir Putin has made dozens of nuclear threats since the start of the war in Ukraine but they should only be seen as "saber-rattling," British Prime Minister Boris Johnson has said. In an interview on the sidelines of the NATO summit in Madrid, Spain, Johnson told British radio station LBC on Thursday that Putin was seeking to shift his invasion of Ukraine into a fight with the alliance. When asked about the view by the former U.K. ambassador to Washington Kim Darroch that NATO needed to be ready for a nuclear strike, Johnson replied: "There's an analysis that I think has been done by somebody recently, a think tank, that they're looking at about 35 mentions or perhaps it's a little bit more now." Threats by North Korea's leader Kim Jong Un that his nuclear arsenal could be used in a preemptive strike against his enemies, made as he paraded the country's latest military hardware through the streets of capital Pyongyang, have set alarm bells ringing. The world can ill-afford another military confrontation at this time, say analysts. Thousands of troops marched through Kim Il Sung Square in a show of force on April 26, alongside armored vehicles and massive tractor-trailer vehicles transporting an array of missiles. Notably among them was a Hwasong-17 intercontinental ballistic missile (ICBM) . The North claims to have successfully tested this on March 24 in a launch that marked a reversal in halting tests of both ICBMs and nuclear warheads . Boris Johnson has declared that what Nato should be offering Ukraine is “deterrence by denial”. What he presumably meant is that Kyiv should be provided with sufficient weapons, intelligence and other support that Russia would never attack it again. Nato went a long way down that road at its summit in Madrid last week – but for its own benefit, not Ukraine’s. It promised heightened conventional security for Europe’s future defence, reassuring its Baltic and central European members and affording Sweden and Finland evidence of the benefits of membership. However, none of these states faces an imminent threat to its security from Russia. Ukraine, by contrast, is fighting for its life. Deterrence by denial will only be of use to it after the war is over. Russia was not deterred from invading and Ukraine is trying to win a conflict, not to prevent one.
