A TEENAGE boy in Brownsville, Texas discovered a badly decomposed body in a lake 29 years ago. Back in August 21, 1992,pPolice responded to a call regarding a body floating in a resaca on August 21, 1992. A young boy, who was 13 years old at the time, was innocently searching for turtles in a resaca when he made the gruesome discovery, according to reports at the time from the Valley Morning Star. The Brownsville Fire Department recovered the teen's body, which was found with no identification. The only clue found with the body was a pager attached to the teen's belt. The body was revealed to belong to 16-year-old Jaime Rincones, and authorities ruled his death a homicide. Bristol City Council and Arts Council England said it was withholding funds from St Pauls Afrikan Caribbean Carnival (SPACC) with immediate effect. In a statement, the council said its funding criteria included a carnival but SPACC had failed to deliver one in 2015 and had no "clear plans" for 2016. Cleo Lake, from SPACC, said she "cannot understand" the decision. The annual carnival, which is a celebration of the city's Afro-Caribbean culture, dates back to the 1960s and is normally held in July. It is one of the biggest of its kind in Europe, with tens of thousands of people attending in 2014 . Every Independence Day I like to tell this story about my ride on a decorated party barge in the Fourth of July Boat Parade on False River in the '80s. Because other barge riders were from New Roads, there was great food on the craft, including some delectable deviled eggs from one of the ladies. I made sure to be close to the eggs as we cruised down the lake, waving to the spectators on shore. Unfortunately, water balloons had become popular with teenage boys, and we soon were being bombarded. When one of the balloons hit the nearby railing and burst, soaking me, I was outraged to see the boy who threw it laughing maniacally. Without thinking, I reached behind me, grabbed a deviled egg and hurled it. It hit him square on his bare chest. The expression on his face was priceless as he looked down at the yellow goo. My fellow barge passengers got a big laugh out of my counterattack — except for the deviled egg lady.
