Emergency throwlines have been installed at seven reservoirs across Greater Manchester in memory of young men who have lost their lives in water-related tragedies. The scheme, launched by United Utilities was launched on Thursday in a bid to prevent reservoir and other water-related deaths. Cost-saving reforms planned for Greater Manchester's fire service could pose a safety risk, leading unions have said. A raft of measures including station mergers, support staff cuts and fewer firefighters riding on each engine have been unveiled by city region bosses this week. Andy Burnham, GM mayor and fire commissioner, said the proposals will deliver a 'frontline first' approach ensuring 'firefighters have the right training, modern equipment and facilities.' They come as the service is faced with making savings of £12.8m over the next three years. However, workers' union Unison has voiced concerns that the city region's 'programme for change' amounts to a 'plan for cuts'. "These are cuts which make the residents of Greater Manchester less safe - those residents who firefighters and our members come to work to help every day," a spokesperson said. Greater Manchester leaders are proposing to charge the dirtiest commercial vehicles to drive in the conurbation under their latest air quality plans, revealed by the M.E.N. today. While no decision has yet been made, officials have been asked to look in detail at a potential 'clean air zone' covering all ten council areas, which would use cameras to tax the most polluting vans, lorries, taxis and buses - but not private cars. The move is the result of orders from government that force all councils with serious pollution problems to slash deadly nitrogen dioxide levels as quickly as possible. Local leaders - who are keen to avoid hitting private motorists with penalties - agreed in private on Friday that their 'preferred' measure would currently be to charge all of the most polluting commercial vehicles entering or driving around Greater Manchester.
