The global coalition for transparency and anti-corruption has put the UK "under review", heightening concerns about the government's commitment to openness following a series of scandals. In a letter to the government, seen by Sky News, the Open Government Partnership said the UK had failed to live up to its pledges to improve transparency and accountability. The rare intervention means the UK will become the ninth of the international coalition's 78 members to be placed under review, joining a list that includes Bulgaria, Malawi, Malta and South Africa. The Open Government Partnership has no power to impose punishments, but the news has come as a shock, as the UK played a key role in the group's foundation in 2011 and is currently its biggest funder, donating £6.8 million over three years. STEVE Christensen and Kathy Sheets were murdered in Salt Lake City on October 15, 1985. Mark Hofmann is serving life in prison for the slayings and other crimes. Who were Steve Christensen and Kathy Sheets? Steve Christensen was a financial consultant who collected historical documents, and Kathy Sheets was the wife of Christensen's former boss. Prosecutors say Mark Hofmann killed them by setting off bombs at their locations. Hofmann was injured one day later when another bomb accidentally went off. Hofmann - married at the time - was trying to cover up the forgeries of Mormon historical documents when he committed the murders. Sheets, who grew up in Salt Lake City, was 50 when she was killed. Families ripped apart by one of Britain’s worst serial killers are demanding his estate be shared between them. Mystery surrounds what Peter Sutcliffe has left in his will amid claims he owns two plots of land in Scotland. Sutcliffe boasted that one of the Kray twins offered to buy the land gifted to him by a female admirer while in Broadmoor. But Neil Jackson, 62, whose mum Emily Jackson was Sutcliffe’s second murder victim, says his victims should be given compensation if there are any funds available.
