The start date for the Planning Inspector’s inquiry into Lancaster’s Local Plan has been postponed. The Lancaster Local Plan was approved by Lancaster City Council in December 2017. It sets out proposals for the construction of 12,000 new houses across the district by 2034, a large number of which would be part of the Bailrigg Garden Village plans.A start date for the inquiry, with examinations due to be held at Lancaster or Morecambe Town Hall, was initially set at January 8 2019, however the government’s appointed inspector, Richard McCoy, has now postponed it.He has raised questions with the council for failing to deliver evidence on time and attempting to amend the plan after it had been submitted for inspection.He said in a written response: “...I am concerned that there is no provision in statute that allows the Council to revise and re-submit a plan that has already been submitted to the Secretary of State for examination without first withdrawing it. … [Read more...] about Residents criticise Lancaster Local Plan after inquiry start date delay

A former England defender was attacked by a love rival after he started dating a fan's ex-girlfriend, a court has heard. Tony Dorigo, 52, was headbutted by IT manager Gareth Senior in a department store while browsing a towel display with Claire Joss on February 6. The former Leeds and England footballer had been introduced to Ms Joss by Senior following a chance meeting at a music festival in Manchester while she was still in a relationship with him, a court heard. But they broke up before Christmas last year following which Senior – a Leeds fan – became suspicious that she was dating Dorigo. It culminated with an incident in a branch of The White Company in Leeds, when Senior saw the couple entering the store. He shouted "I knew you were after her" and admitted pushing Dorigo, but denied headbutting him. However, he was convicted of assault occasioning actual bodily harm at Leeds Magistrates' on Tuesday. The major Hammersmith Bridge refurbishment project will be delayed into the New Year, with the estimated cost of the work rising by £11 million. The historic bridge was set to be closed for repairs by late 2018, but local leaders say the complexity of finalising the major engineering plans has set it back. The work will close the bridge, used by 20,000 vehicles a day and subject to weight restrictions for decades, for an unconfirmed period. The delay is causing costs to mount for Transport for London (TfL), which wants the bridge owned by Hammersmith & Fulham Council (H&F) strengthened to allow double decker buses to drive over it. Figures provided to London Assembly transport committee chairman Caroline Pidgeon say TfL had spent £546,000 by August on traffic wardens stationed at either side of the bridge to monitor weight restrictions. The date for the re-development of a historic Liverpool city centre landmark has been put back AGAIN. There has been widespread concern about the deteriorating state of Heaps Rice Mill, which now has trees growing out of the upper levels due to long-term neglect. The listed building, on the edge of the Baltic Triangle, has been empty since 2005. and has had planning permission to be converted into apartments since 2014. Despite repeated assurances that work was due to get under way, the building has continued to deteriorate. Earlier this year the ECHO obtained pictures showing the shocking state of the interior - including rusting columns, waterlogged floors and scattered debris. At the time, architects Falconer Chester Hall said work on converting the building into residential accommodation was on schedule to start in the first half of 2018.
