He replaces Philip Hammond, who becomes chancellor. Ex-Energy Secretary Amber Rudd is home secretary and Eurosceptic David Davis is the Brexit secretary. Boris Johnson fails to deny that Carrie was considered for Foreign Office and royal jobs
Boris Johnson has not denied claims that his wife, Carrie, had been considered for senior roles in the Government and Royal household, as he was mocked by Sir Keir Starmer over wanting to appoint her. Urged by Chris Elmore, a Labour MP, to “be honest” with the House of Commons and say if he ever considered appointing Ms Johnson to one of the posts, the Prime Minister did not give a straight answer. During Prime Minister’s Questions, he said: “I know why Labour members want to talk about non-existent jobs in the media – because they do not want to talk about what is going on in the real world.” It comes amid a week of half-denials by the Prime Minister and Downing Street, following reports of numerous jobs to which he is said to have tried to appoint Mrs Johnson. Boris Johnson today refused to deny considering a plum job or jobs for his future wife Carrie. The Prime Minister was asked if he had “ever considered” her appointment to either a taxpayer-funded government post - or “any organisation in one of the royal households”. It comes after the Mirror revealed the Prime Minister asked Cabinet Secretary Simon Case to approach the Royal Foundation which runs the Earthshot Prize in autumn 2020 - while she was his fiancee. According to the Telegraph, the senior civil servant asked the Foundation if Mrs Johnson would be suitable for a communications role, and whether she could expect to be paid. The Palace is said to have decided it would be inappropriate. Tory rebels plot next move to oust Boris Johnson
Boris Johnson is facing a new plot to oust him, as Conservative rebels launched a push to change party rules in order to hold another vote on his leadership. MPs who want to remove the Prime Minister are seeking election to the 18 most senior posts on the 1922 Committee, which dictates how to conduct confidence votes in Tory party leaders. Currently, Mr Johnson is protected from another leadership vote for a year, after winning a poll earlier this month – despite 41 per cent of Tory MPs voting for his removal. Under 1922 Committee rules, another vote cannot be held for a year. However, rebels want that rule scrapped. The regulations can be changed at any time by a simple majority of 10 out of the 18 senior 1922 Committee figures. Three Tory MPs who want Mr Johnson out told The Telegraph they would seek election, promising a rule change. One said: “We could be heading into a world where the situation is beyond a joke. Boris Johnson faces Cabinet battle over defence spending
Boris Johnson is resisting public pressure from his own Defence Secretary and the head of the Army to increase military spending amid a Cabinet split over future funding. On Wednesday, the Prime Minister will say that the UK is spending 2.3 per cent of GDP on defence as he arrives at a Nato summit to agree an international push into eastern Europe to ward off the threat from Russia. At the gathering in Madrid, Mr Johnson will call on other member nations to “dig deep” and increase spending targets beyond the current level of two per cent of GDP. But his rallying call threatens to be undermined by the opposition of two senior Cabinet ministers over his refusal to increase Britain’s own budget, as well as concern that he is planning to breach a manifesto commitment to link military spending to inflation . Tom Tugendhat has become the first Tory MP to say he would run to replace Boris Johnson in a leadership contest. It comes less than 24 hours after reports that the Prime Minister will receive imminently the report from Sue Gray into alleged breaches of Covid restrictions during ‘partygate’. Mr Tugendhat, a former soldier and the current chair of the foreign affairs select committee, said: "I think I'm making it pretty clear that I think that it's up to all of us to put ourselves forward. “And it's up to the electorate, in the first case parliamentary colleagues, and in the second case the party, to choose." He declined to say whether he had put in a letter of no confidence in Mr Johnson, despite the long-standing dislike between the two men.
