When heatwaves hammered US cities this summer, one of the hottest in recorded history, some city governments had plans in place to protect their most at-risk residents. Philadelphia’s plan sent homeless outreach teams to distribute water and bring people to cooling centers. Austin’s plan suspended electricity shutoffs for low-income or fixed-income customers. Chicago’s plan dispatched building inspectors to monitor shelters and other buildings without air conditioning. But many other major US cities, including Dallas and Jacksonville, did not have detailed plans. When asked by the Guardian to provide their extreme heat response plans, 24 of the 30 largest US cities (or their counties) provided a written response plan, but only 10 had policies to target vulnerable populations. Experts argue that it is vital to have detailed plans to protect populations such as the elderly, young children, the homeless and low-income people. “The reality is that [extreme heat] is … [Read more...] about Killer heat: US cities’ plans for coming heatwaves fail to protect vulnerable

‘Welcome to Fear City: A Survival Guide for Visitors to the City of New York’ was a pamphlet the police and firefighter unions created in 1975 when the city was on the brink of bankruptcy 'Can you dig it?’ The man, his arms thrust out, bellowed before the assembled group of gangs. The leader of the most powerful gang in New York City had gathered them in the Bronx to call for a citywide truce. But before that could happen, he was murdered. And the gang that it gets pinned on – the Warriors – try to escape to their own turf all the way down to Coney Island in south Brooklyn. It was a treacherous journey on the graffiti-filled subway. While ‘The Warriors’ is a piece of fiction, the landscape that the 1979 cult film depicted was all too real of New York City in the 1970s. A city teeming with crime and rats and filth and burnt-out buildings - and on the brink of bankruptcy. It was ‘Fear City:’ the ‘muggings and occasional … [Read more...] about Welcome to Fear City! Pep Guardiola has admitted that Manchester City’s 11-point deficit to Liverpool is because the champions are missing something he cannot identify. The manager was asked whether being so far behind was solely because Liverpool have dropped only two points or whether there may have been a slight subconscious drop in performance after winning the Premier League two years in a row. “I would like to discover the reason for this big gap with Liverpool,” he said. “One is, no doubt, the quality of the opponent. I repeat, one lost game in almost 60, the numbers are incredible. “I expected that [City’s performance level would dip] at the beginning of the season, after back-to-back titles.” He said the defeat at Norwich exemplified that but that he had since been satisfied with performances. “When I review all the games we’ve played, even Norwich, we created [around] 20 shots. I know the stats, we are the best team by far at creating chances … [Read more...] about I do not know what Manchester City are missing, admits Pep Guardiola
Who is culpable for the teams’ respective positions? Liverpool’s stellar form, a weakness in central defence and a group of players who before Tuesday’s 4-1 rout of Burnley lacked an edge are key factors for Manchester City being 11 points behind the Merseyside club. Pep Guardiola rates the midfielder Fernandinho over John Stones or Nicolás Otamendi as first-choice cover for the injured centre-back Aymeric Laporte, illuminating how the failure to acquire an A-list replacement for Vincent Kompany was a serious error. The win at Turf Moor was a reminder of how energy and effervescence from the manager’s pass-and-move play had dipped: given the deficit this has to remain until May. United, seven points above the drop zone and eight off fourth, made their poorest start since 1988. Here Ed Woodward, the executive vice-chairman, is culpable for a recruitment policy that created a malaise during the five years before Ole Gunnar Solskjær became manager. … [Read more...] about Manchester derby: what’s gone wrong and right so far at City and United?
