This was what allowed the Tory leadership candidate you’ve never heard of to launch his Tory leadership campaign in front of a big sign that had been corrected for dramatic effect, from “Promising Brexit” to “Delivering Brexit”, the Promising lingering there, struck through in pink highlighter, and replaced with Delivering. So it was perhaps a surprise that Mark Harper, who’s not “Promising” Brexit, like some wuss, but actually “Delivering” it, wasted absolutely no time at all in telling his very small audience, “It is not going to be possible to leave the EU on 31 October.” He’s right, obviously, but one of the upsides of no one knowing who you are, at least as far as the Conservative Party is concerned, is that no one is going to listen to a word you say. Theresa May's cabinet is at war over No Deal after Phillip Hammond said Brexiteer Tories have 'no mandate' for crashing out of the EU. Andrea Leadsom has hit back at the Chancellor by saying that Britain must leave the EU on October 31 at all costs as infighting among Theresa May's ministers broke out. Today the Prime Minister will present her 'bold' new deal to her cabinet, which is packed with Brexiteers and remainers all plotting to replace her. Tonight Mr Hammond will use a keynote speech to blast Tory leadership candidates including Boris Johnson, saying those advocating No Deal are 'hijacking the result of the referendum'. Speaker John Bercow has been accused of failing to show “courtesy and respect” to MPs by Commons Leader Andrea Leadsom. It followed the Speaker reprimanding Ms Leadsom and Tory MP Christopher Pincher for fiddling with their mobile phones in the Commons on Monday. The ongoing feud between the Leader of the House Ms Leader and the Speaker Mr Bercow continued during the lengthy points of order session following his statement on future meaningful votes on Brexit. Mr Bercow had, in a surprise statement, ruled out allowing the Government to hold a third vote on Theresa May's Brexit deal unless it was "substantially" different. During the lengthy points of order session, Lib Dem MP Sir Ed Davey asked whether a "Speaker's Conference" could be convened to try and bring the Commons together. It’s not that the talks have stopped – if anything they’re going fairly well. Instead, the Speaker of the Commons has thrown a spanner in the works by suggesting that the vote may never happen. Bercow has used a statement to the House to say that he will not permit a third meaningful vote on the deal to take place – unless there are substantial changes to the deal on the table. Bercow surprised the government with the impromptu statement.
