A man has been arrested after a man was stabbed in Spinningfields bar Neighbourhood. The victim, in his early 20s, was knifed in the chest, back, and leg. As a result of the incident the venue has been temporarily stripped of its licence - for the second time in less than a year. The popular celebrity haunt will be shut for 28 days, pending a full review, following the incident on Sunday. In a statement Greater Manchester Police said: "At around 1.25am on Sunday 17 March 2019, police were called to Neighbourhood bar in Spinningfields to reports that a man in his 20s had been stabbed. The International Football Association Board has provided details on a number of new rule changes, including clarification of the often confusing handball regulations. The new set of rules, which come into effect in the 2019-20 season, includes changes to goal kicks, free kicks, drop balls, penalties, substitutions and goal celebrations - including yellow cards for ‘illegal celebrations’ even if the goal is disallowed. Other notable changes for Burton Albion and their rivals to consider include a drop ball if the ball strikes a match official and possession changes, banning attackers from joining a defensive wall and the removal of a requirement that the ball must leave the penalty area in a goal-kick situation. However, the most in-depth change comes around handball situations as the IFAB looks to remove as much uncertainty and confusion from the decisions made by officials - and it could lead to a lot more penalties next season.
