Mr Justice Francis said those in crisis with behavioural difficulties were not being "properly provided for". He raised concern after being asked to make decisions about the future of a teenage girl in council care in Wales. She is currently on a psychiatric ward where most others were adults. And she had been in a self-contained wing at a nursing home and looked after by two carers rather than in secure accommodation. A number of legal experts agree that the Aquaman star is making a "smart move" by reshuffling her counsel for the appellate trial and some have weighed in on how her team can pursue a court victory this time. A mum-of-four who was stranded on a motorway was hit and killed by a HGV lorry after a recovery company refused to rescue her. John Bowers, 35, struck and killed mum Shirley-Ann Dumbuya, 38, with the HGV lorry after failing to spot a stationary Kia Ceed with its hazard lights on in a separating lane near a slip road. The mum had been "trapped" inside the car after being unable to move it, with Dumbuya being told Green Flag could not help her unless she was on the hard shoulder. Three men have been blown up after a mine exploded beach in Ukraine - with one of them killed in front of his family. They were killed when an explosive detonated on the Zakota village beach in the region of Odesa, Ukraine. Taking a dip, CCTV footage revealed the unfortunate pair surrounded by other happy beachgoers on the picturesque sea front before a massive water plume shot into the sky. This comes as a similar incident took place back in June when a 50-year-old man was killed by a mine as he swam in the sea in Odesa . Police said the accident happened on Sunday when several people working on a construction site ignored barriers and warning signs on the beach and went swimming in the sea in the Belhorod-Dnistrovskyi district. The FBI and Department of Homeland Security issued a memo to law enforcement around the country.
