Police have confirmed they have arrested a man on suspicion of manslaughter after a British cyclist was killed by a drink driver on the holiday island of Menorca. Phillip Rasmussen, 47, died instantly after being hit from behind on a road between the sleepy fishing villages of Alcaufar and Sant Lluis. The incident happened around 11am on Sunday. The driver of the car, an Opel Corsa, was initially described as British. But officers on the island confirmed today he was an American 25-year-old. He was arrested over Mr Rasmussen’s death after failing a breath test. His reading of 35 micrograms per 100 millilitres of breath is the current legal limit in England and Wales but in Spain the standard limit is 25. The detainee was expected to appear in court today so a judge could question him in a closed hearing before deciding whether to remand him in jail pending an ongoing probe or release him on bail. EVERY 25-year-old should be handed a £10,000 inheritance to tackle wealth inequality, according to a think tank. The universal grant to millennials could come from a Citizens' Wealth Fund - created through tax reforms and a sell-off of some Government assets including its stake in RBS. The Institute for Public Policy Research said the proposal could help address what it described as growing inequality in the UK, "giving everyone a stake and a say in the economy”. The multi-billion pound fund would be capitalised using a mix of asset sales, capital transfers, new revenue streams, a small amount of borrowing and returns reinvested through the decade, the report said. And a report by the left-of-centre think tank's Commission on Economic Justice concluded the cash pot could be worth £186 billion by 2029/30, if started from 2020/21. The UK is a wealthy nation, but that wealth is very unevenly divided. The wealthiest ten per cent own five times as much wealth in aggregate as the least wealthy half of households. To durably reduce wealth inequality requires more than tinkering; we must address unequal patterns of ownership in the economy. Wealth inequality is set to increase. That is because as Thomas Piketty’s work has shown, returns to capital – or the income that is earned on assets in the form of interest, capital gains and rents – are currently growing faster than wages. The UK economy is growing, but that growth is flowing to the owners of shares, businesses and property rather than to workers in the form of earnings.
